The Israel Security Agency (Shin Bet) published disturbing security findings on Thursday regarding the scope of dangerous hostile activity uncovered across the Negev and southern Israel since the beginning of 2026. According to the agency’s announcement, 72 regional residents have been arrested for interrogation since early this year, including 67 Israeli citizens holding blue identity cards, on suspicion of involvement in operations compromising national security. Authorities have already filed indictments against about 50 of the detainees.

Among the cases exposed is an operational network of five young men from the Bedouin township of Segev Shalom who, according to Shin Bet findings, conspired to establish an armed military-style battalion in their community inspired by Palestinian terror battalions operating in Judea and Samaria. The cell members allegedly plotted to execute attacks against Israeli targets, including the local Segev Shalom police station and the central bus station in Beersheba.
Planned Shooting and Stabbing Attacks and Learned to Make Explosives
Authorities apprehended the five suspects in May and June for Shin Bet questioning. The investigation revealed that the cell ringleader operated over an extended period to form the armed unit, driven by Palestinian nationalist alignment and inspired by terror cells in Judea and Samaria. Concurrently, he disseminated incitement against the State of Israel and encouraged terror activity across his social media platforms.
According to investigative findings, one cell member agreed to the ringleader’s proposition to carry out a shooting attack against the Segev Shalom police station and a coordinated stabbing and shooting attack at the Beersheba Central Bus Station. It was further revealed that he consumed instructional videos to learn how to manufacture improvised explosive devices (IEDs).

Another suspect agreed to enlist in the prospective battalion as an “engineer” tasked with preparing bombs directed against Israeli security forces. A younger member of the group allegedly plotted to execute an independent explosive attack upon his release from detention; his interrogation showed he supported the Islamic State (ISIS) and had spent nearly two years contemplating a stabbing attack in the organization’s name. The fifth suspect likewise agreed to join the planned unit and expressed readiness to attack the Segev Shalom police station.
Next Target: Forum Club in Beersheba
In an additional case cleared for publication, Israeli citizen and Segev Shalom resident Abdullah Jarjawi was arrested in July on suspicion of plotting a terror attack at the Forum nightclub in Beersheba, one of the city’s prominent nightlife venues.
The Shin Bet probe determined that Jarjawi incited to terrorism, maintained direct contact with ISIS operatives, and expressed intentions to travel abroad to join the terror group’s combat fronts. Investigators also uncovered his active identification with various terror organizations, including both ISIS and Hamas. Severe indictments citing extensive terrorism offenses were filed throughout the year against the six suspects in both affairs at the Beersheba District Court.

Shin Bet Warns: Cells of Israeli Citizens Planning Attacks
A senior Shin Bet official addressed the exposed affairs, warning against the escalating threat posed by homegrown terror rings composed of Israeli citizens, some exhibiting paramilitary structures: “These investigations, alongside additional arrests carried out, illustrate the grave security risk posed by active cells of Israeli citizens, some semi-military, seeking to orchestrate terror attacks inside Israeli territory.”
The official added that the cells’ activities were severed by joint counter-terrorism efforts between the Shin Bet and the Israel Police before they could bring their murderous plots to fruition. The security agency emphasized that the frequency of networks uncovered within a short time frame demonstrates the persistent operational challenge presented by domestic radicalized cells targeting Israeli civilians and infrastructure. Precise intelligence collection, persistent monitoring, and targeted arrests enabled authorities to dismantle the grave terror conspiracies in their preparatory phases.
