Arab media networks have identified the terrorist who carried out the deadly shooting attack adjacent to Neveh Tzuf on Sunday morning as Qadri Muhammad Samara, a resident of the Arab village of Biddu, located between Har Adar and Giv’at Ze’ev.
Having been captured alive, the perpetrator could become the first terrorist executed under Israel’s recently enacted capital punishment legislation for convicted terrorists. Reacting to the capture, National Security Minister Itamar Ben-Gvir demanded the statutory maximum penalty: “In this case, there is a mandatory sentence, and we therefore demand this punishment be applied, and the execution of the terrorist carried out. The law is the law.”
The terrorist, who shot and murdered Netanel Yonatan Shalbiya at the Ein Raya spring, was apprehended by Israeli security forces inside a hospital in Ramallah. Undercover tactical fighters from the Duvdevan unit tracked the shooter to the medical facility, finding him lying in a hospital bed and connected to a mechanical ventilator. The terrorist sustained critical injuries when an IDF tracker stationed near the point of the attack engaged him with gunfire immediately following the shooting, wounding him before he fled toward Ramallah.
