The State Attorney’s Office filed an indictment on Thursday at the Central District Court in Lod against Mustafa Issa, a 20-year-old Arab Israeli citizen residing in Kafr Qasim, charging him with serious nationalistically motivated state security offenses. According to the indictment, Issa devised a meticulous plot to attack the central computer server farm of tech giant Amdocs in Ra’anana.

Assaf Charlopsky of the Central District Attorney’s Office, reveals that against the backdrop of the Swords of Iron War, Issa resolved to execute a terror attack against a strategic Israeli facility. For approximately a year and a half, he planned to plant an explosive device on site or drop one directly onto the facility using an aerial drone. Prosecutors detailed that Issa volunteered with the Israel Fire and Rescue Services, exploiting his service and access to patrol different areas and conduct illicit reconnaissance on high-value targets. He ultimately decided to zero in on the Amdocs server compound, calculating that crippling the technological infrastructure would inflict devastating political, strategic, and economic damage on the State of Israel.
As part of his operational preparations, Issa downloaded technical manuals, instruction guides, and instructional videos detailing the manufacturing of weapons, improvised explosive devices (IEDs), and lone-wolf operational tactics. The indictment notes that he attempted to fabricate a live bomb by mixing combustible chemicals with pyrotechnic powder extracted from commercial fireworks and firecrackers he purchased. In a separate attempt, he blended a compound consisting of sulfur, charcoal, and other chemical accelerants, destroying the mixture only after an initial test ignition failed.
1+Meanwhile, Issa acquired an aerial drone with specialized payload-release attachments designed to carry and drop an explosive charge, and studied online tutorials to operate the system. The indictment charges him with preparation for an act of terrorism involving malicious damage with explosives, weapons offenses for terrorist purposes, and receiving training or instruction for terrorism.
The State Attorney’s Office requested that Issa be remanded in custody until the conclusion of legal proceedings, arguing that he presents an extreme danger to public safety and had already taken substantive operational steps toward executing his plot. In the detention motion, prosecutors emphasized that his radicalization was fueled by the ongoing Swords of Iron War and IDF operational activity, as well as by his own admission of the anti-Israel incitement and hatred he was exposed to during his schooling. The Shin Bet and the Israel Police conducted the counterterrorism investigation jointly.
