The Civil Administration announced on Monday that it has significantly expanded its enforcement measures in the ongoing campaign against pirate water drilling and severe disruptions to the regional water economy.
In a precedent-setting regulatory move applied for the first time in Judea and Samaria, authorities exercised administrative powers to impose heavy financial penalties on offenders.
The water sector is the first field where this new administrative framework has been deployed, aimed at establishing tangible deterrence and curtailing systematic water theft.
The targeted operation took place in the Jenin area, where enforcement teams intercepted two trucks actively conducting illegal water drilling operations on-site. In the first instance, authorities levied an administrative fine of NIS 120,000 against the operators of the primary drilling truck. In contrast, the Civil Administration imposed a NIS 80,000 fine on the operators of the second vehicle. In total, fines reached NIS 200,000. Under administrative procedure, both trucks remain impounded by the Civil Administration pending payment of the penalties; failure to pay will prompt legal proceedings to forfeit them permanently.
The Water Authority’s inspection and enforcement teams, authorized by the Civil Administration’s Water Administration, will operate throughout Judea and Samaria starting in June 2026. The teams were empowered to dramatically bolster the Civil Administration’s enforcement, monitor and protect critical water resources and national assets, and suppress pirate tapping operations.
The measure is another pillar of an overarching strategy to build strong deterrence against illicit operations damaging shared natural reserves.
Officials in the Civil Administration clarified that, through the Water Staff Officer and in close coordination with relevant law enforcement bodies, they continue to evaluate and develop additional administrative mechanisms to ensure faster and more effective enforcement.
Civil Administration officials anticipate utilizing these expanded authorities further in the coming period as part of the relentless campaign against illicit drilling.
Authorities underscored that they will continue to act resolutely against any illegal activity threatening the water infrastructure, utilizing every statutory tool at their disposal.
