The Jerusalem District Court on Tuesday denied a petition seeking an interim injunction to freeze the residential construction tender in the strategic E1 corridor, ruling that no legal justification currently exists to halt the bidding process. The ruling ensures that the tender’s marketing procedures will proceed as planned.
1+At the center of the proceedings is the Mevaseret Adumim master plan (E1 South), under which a public tender was issued to construct 1,234 high-density residential housing units across seven neighborhood compounds. The court found no material change in circumstances since earlier requests for interim orders were denied, and that the balance of convenience continues to weigh decisively in favor of the State and the Ma’ale Adumim Municipality.
The ruling noted that substantial procedural runway remains before the project is carried out on the ground—including the submission of bids, vetting, announcement of winners, and formal municipal licensing procedures. The court further emphasized that it will adjudicate the core petitions on their merits at a later stage, and that allowing the tender process to move forward does not create an irreversible factual reality at this time.
1+The petitioners were ordered to pay legal costs amounting to 2,500 NIS to the State respondents and an identical 2,500 NIS to the Ma’ale Adumim Municipality. Mayor Guy Yifrah welcomed the ruling, calling it another significant stride forward following decades of politically motivated delays. Ma’ale Adumim Mayor Guy Yifrah told Channel 14: “There are judges in Jerusalem. I commend the court’s decision not to freeze the E1 tender and to allow this vital, historic process to continue moving ahead.”
Yifrah added: “After more than three decades of delays, external pressures, and repeated attempts to obstruct construction, E1 is transforming from a blueprint on paper into tangible reality on the ground. We will continue to act with determination to ensure Ma’ale Adumim grows, flourishes, and connects contiguously to Jerusalem. The first 1,234 housing units are already out to tender, and we eagerly await developers and contractors coming to build the future of Ma’ale Adumim with us. E1 will be built.
