According to Israeli officials, the Board of Peace’s interpretation could potentially encompass terrorists who actively participated in the October 7th massacre.
The alarming implication is that Israel would be unable to eliminate them or imprison them within the Gaza Strip, so long as they do not return to active terror operations.
The Board of Peace explains that the basis for this stance is rooted in US President Donald Trump’s 20-Point Plan, which was also signed by Israel in October 2025. The agreement contains a clause stipulating that once all hostages are returned, Hamas terrorists who commit to peaceful coexistence and disarmament will receive amnesty.
A source within the Board of Peace explained that although there is no explicit mention of amnesty in the 15-Point Agreement, it appears in the 20-Point Agreement signed in Sharm el-Sheikh by Israel as well, and the Board of Peace is now fully adopting it.
The same source added that the agreement contains no specific exclusion for terrorists who took part in the October 7th massacre, arguing that this clause should have been clarified prior to signing in October 2025. Conversely, Israel firmly rejects this interpretation, asserting that it represents a completely distorted reading of the text.
Official sources emphasize that the clause applies solely to a post-full-disarmament and demilitarization reality, and does not apply to individuals who murdered Jews—referring strictly to Hamas operatives against whom there is no evidence of involvement in actual hostile terror activity against Israel.
