Iran believed a deal was within reach until a U.S. Treasury statement signaled that billions in frozen funds would be redirected to Gulf states, prompting the Revolutionary Guards to demand an upfront cash guarantee before any agreement.

As we have already reported, the current point of dispute between Iran and the United States is the issue of frozen funds, estimated at between $22 billion and $24 billion.

According to sources, the agreement was already very close, and the Iranians believed they had secured access to the funds. However, a statement by U.S. Treasury Secretary Scott Bessent, saying the funds would instead be allocated as compensation to Gulf states, upended the entire process for Iran. They concluded they would not receive even a single dollar, and that the sanctions might not be lifted.

Therefore, according to sources, in recent days the commander of the Islamic Revolutionary Guard Corps, Ahmad Vahidi, decided that unless there is an immediate cash transfer guarantee upon signing the agreement, there will be no deal between Iran and the United States.
